Second Stage Transitional Housing Project Proposal
Pavilion Women’s Centre (PWC) has 40+ years of experience providing crisis accommodation and support for women and children fleeing violence across the District of Timiskaming. Today PWC operates an 11‑bed emergency shelter in Haileybury but lacks the longer‑term housing survivors need, contributing to longer shelter stays and fewer available beds for others leaving unsafe situations. To address this gap, PWC is proposing a new two‑storey Second Stage Transitional Housing (SSTH) facility that would replace the existing shelter and add ten second‑stage units (one‑ to four‑bedroom layouts), on‑site supports, secure common spaces, and outdoor green areas; $220,000 in pre‑development funding has been secured and a capital campaign is underway.
